adalah amat sesuai kerana kebanyakan pekerja pengeluaran terdiri daripada kaum
wanita dan mereka ini tidak diberi perhatian oleh pucuk kepimpinan maka perlulah kesatuan memberi peluang yang sama-rata kepada mereka agar kaum wanita dapat tunjuk
kebolehan mereka. Kita harus memberi peluang kepada kaum wanita untuk memainkan peranan dalam peringkat lebih tinggi dengan memberi dorongan dan galakkan.
Saya yakin mereka boleh membantu kesatuan dalam membangunkan kesatuan kemercu kejayaan.(tetapi kini mereka terbiar dan tidak diberi peluang yg secukupnya)
Justeru itu Kesatuan tidak boleh hanya bergerak diperingkat kilang anda harus keluar dari kawasan persekitaran kilang dan mencari peluang untuk berkembang maju,
Saya mencadangkan setiap negeri perlu teruskan seminar seperti ini bersama pihak
syarikat serta kerajaan negeri masing-masing bak kata perpatah
'tangan yang menghayun buaian inilah yang akan menggegarkan dunia'

MELAKA, 15 Mac — Kongres Kesatuan Pekerja Dalam Perkhidmatan Awam (Cuepacs) akan meminta kerajaan supaya membuat pelarasan kenaikan gaji berikutan kenaikan harga barang yang dilihat telah menjejaskan penjawat awam bergaji rendah.
Presiden Cuepacs Datuk Omar Osman berkata kali terakhir pelarasan dibuat ialah empat tahun lepas.
“Kita mendapat keluhan dari kakitangan awam yang berpendapatan sederhana dan rendah yang bergaji RM3,500 ke bawah. Semasa kita minta kenaikan selepas 1 Julai 2007, harga barang OK tetapi selepas kenaikan gaji, harga naik mendadak 100 peratus.
“Ini yang kita nak seimbangkan semula penyelarasan berdasarkan kenaikan harga barang semasa," katanya kepada pemberita selepas merasmikan bengkel Penilaian Tahap Kecekapan (PTK) Alternatif, di sini hari ini.
Beliau berkata perkara tersebut akan dibincang oleh Cuepacs bulan depan.
“Kita dah maklumkan kepada Jabatan Perkhidmatan Awam (JPA) tetapi secara tidak rasmi,” tambahnya.
Omar memberitahu terdapat penjawat awam sekarang terpaksa membuat kerja sampingan bagi menambahkan pendapatan.
“Kita tak mahu penjawat awam memikirkan sangat kerja sampingan supaya mereka dapat memberi tumpuan kepada kerja hakiki dan supaya nak mengelakkan perkara yang tidak diingini yang akan menjejaskan kerja mereka,” katanya.
Beliau juga menyedari bahawa apabila berlaku pelarasan gaji, maka peniaga akan mengambil kesempatan daripadanya dengan serta merta menaikkan harga barang.
Dalam perkembangan lain, beliau berharap JPA dapat menyemak semula seramai 30 peratus kakitangan kerajaan dari gred 1 hingga gred 40 yang telah mencapai gaji maksimum, supaya dapat dinaikkan gred mereka kepada gred yang baru mengikut kelayakan mereka yang lebih sesuai.
“Ini supaya kita nak elakkan ramai kakitangan kerajaan duduk di tangga gaji yang maksimum. Bila gaji dah maksimum secara tidak langsung prestasi dan produktiviti mereka akan mula terjejas kerana gaji mereka sudah mati (sampai had),” katanya.
Beliau berkata di bawah sistem penilaian baru kelak yang menggantikan PTK, fokusnya ialah untuk membanyakkan peluang kenaikan pangkat di samping memansuhkan sistem gaji tiga lapis seperti yang ada sekarang iaitu P1, P2 dan P3 di bawah Skim Saraan Malaysia (SSM) yang telah berjalan selama lapan tahun.
“Kita mahu sistem gaji satu baris tanpa maksimum. Selagi dia (penjawat awam) berkhidmat, selagi itu gaji dia boleh naik. Baru boleh motivasi diri mereka untuk kerja kuat,” katanya.
Mengenai kes bankrap di kalangan penjawat awam, Omar berkata sehingga tahun lepas hampir 3,000 orang terlibat dengan kes bankrap yang kebanyakannya kerana membuat pinjaman kenderaan.
“Ramai penjawat awam terlalu mudah mendapatkan pinjaman apabila disogokkan oleh pihak tertentu tanpa perlu membayar deposit. Sepatutnya ia tidak berlaku,” katanya. — Bernama

Hak menjadi ahli Kesatuan Sekerja dan terlibat dalam Perundingan Bersama,
Penghapusan penggunaan buruh kanak-kanak,
Penghapusan amalan buruh paksa,
Tiada diskriminasi terhadap pekerja berdasarkan kaum, jantina, agama, pegangan politik, kewarganegaraan dan asal usul.
Adalah menjadi garis panduan bagi mana-mana syarikat multinasional (MNC) yang beroperasi atau berasal dari negara OECD untuk:
Menyediakan kemudahan kepada wakil-wakil pekerja untuk Tuntutan Bersama,
Menyediakan maklumat yang cukup untuk perundingan yang membina,
Memerhatikan piawaian buruh kebangsaan di negara hos,
Mempromosikan kesihatan dan keselamatan pekerjaan,
Menyediakan latihan pekerjaan yang wajar,
Menyediakan notis wajar dan kerjasama yang bermakna dalam kes pembuangan beramai-ramai,
Tidak mengancam untuk memindahkan keseluruhan atau sebahagian kilang ke negara lain sebagai alasan tindakan tuntutan bersama,
Membenarkan wakil-wakil pekerja untuk berbincang dengan wakil pengurusan yang berkuasa untuk membuat keputusan.
Dalam permasalahan kes perlanggaran Garis Panduan OECD, tindakan berikut boleh dilakukan oleh Kesatuan Sekerja:
Kumpul bukti yang jelas mengenai permasalahan,
Tulis laporan kes dengan kukuh,
Hubungi Kesatuan Sekerja Wilayah/Nasional
Melalui kerjasama Kesatuan Sekerja Wilayah/Nasional dan Kesatuan Sekerja Antarabangsa seperti IMF, ICEM dan sebagainya, akan menyediakan maklumat dan kempen solidariti.
Membangkitkan kes atau isu tersebut kepada National Contact Point (NCP) dari negara OECD yang berkaitan dan ibupejabat OECD sekaligus.
Dalam prosedur ini, penyelarasan dan kerjasama antara kesatuan/individu dan pertubuhan gabungan di peringkat kebangsaan dan antarabangsa adalah sangat penting dan perlu untuk menyelesaikan masalah. Ia mungkin memerlukan masa yang panjang untuk selesai, tetapi melalui proses ini, tekanan kepada syarikat, membangkitkan kesedaran pekerja, publisiti kes kepada umum dan memperkukuhkan hubungan dengan kesatuan termasuk antarabangsa.
In conjunction with the International Women's Day, our women wing under the great leadership of Ms. Ratha a/p Subramaniam - Chief of the Women Bureau of the National Union of Employees In Companies Manufacturing Rubber Products, Regional Branch, have decided to conduct a two day education for women. The theme of the seminar is 'Seminar Motivasi Wanita Dalam Dekad 2011' but the actual theme is "Revolusi Wanita Dalam Pembangunan dan Masyarakat Dalam Dekad 2011. The seminar is schedulled from 19th - 20th March 2011, and the vanue is Hotel Hill City, Gunung Rupat, Ipoh, Peark.
The contents of the programme apart from indoor lectures, little workshop and group dynamics would be held. Presentation shall via slide projector/flip-chart/roleplay.
Some 30 women participants are expected to attend this seminar, besides this seminar is open to members from Rubber Union, other participants are enroled on the basis of invitation and the whole seminar is free of charge.
The closing date for this seminanr is 3rd of March 2011. Late application will be rejected and no appeal shall be entertained.

Tomorrow, 8 March, marks the 100th anniversary of International Women’s Day (IWD). It is also 16 days before the ICEM’s largest Women’s Conference ever, when 160 participants from 40 countries convene in Sevilla, Spain.

Some ICEM affiliates have already held IWD events. In Thailand, ICEM-affiliated unions joined other civil society groups in a 6-7 March symposium at Thammasat University in Bangkok. A key point made was that hundreds of thousands of Thai women work longer than eight hours per day at low wages and without social benefits.

Araya Kaewpradap of the Government Pharmaceutical Organisation Labour Union (GOPTU) said at the symposium that the majority of Thai women are employed under short-term, fixed contracts, although in reality most have worked 20 or more years in such jobs. She said women are discriminated from entitlements, upward wage adjustments, social benefits, maternity protection, and they do not have access to the national social security scheme.
The importance of Thailand ratifying ILO Convention 183 on Maternity Protection was also brought out at the symposium, which was televised throughout the country. Symposium participants and thousands of others will march tomorrow from Democracy Monument to the Government House in Bangkok to mark IWD.

In Spain, ICEM’s two affiliated trade union federations, UGT and CC.OO, which will jointly co-host the Sevilla Women’s Conference in two weeks time, issued a common IWD statement that is critical of Spain’s government for labour revisions, “which, far from creating employment, is contributing once again to the dismantling of too few labour guarantees.”
The statement also said: “The elimination of the Ministry of Equality (now part of the Ministry of Health) means a step backwards on gender polices and a violation of the commitments of equality made at European and international levels that instruct governments to treat equality themes at high levels of responsibility.”
Across the world, a great number of “bridge walks” will occur tomorrow and throughout the rest of the week. The bridge walks, developed last year by programme directors for Women International in Rwanda and the Democratic Republic of Congo (DRC), symbolise awareness toward women facing crises in war-torn countries.
That is sadly reflected now in many countries of North Africa and the Middle East. And it was also on vivid display on Saturday, 5 March, when Israeli border police fired tear gas and rubber bullets at Palestinian women, who were holding an IWD manifestation at the Qalandiya border crossing north of Jerusalem.
IWD is meant to be a global day to celebrate the economic, political, and social achievements of women past, present, and future, regardless of national, ethnic, or social divisions. In 1910, Clara Zetkin of Germany’s Social Democratic Party tabled the idea at the Second International Conference of Working Women in Copenhagen, Denmark.
A year later, on 19 March, IWD was officially recognised by Austria, Denmark, Germany, and Switzerland. In 1913, IWD was moved to 8 March. Today, it is an official holiday in 25 countries: Afghanistan, Armenia, Azerbaijan, Belarus, Burkina Faso, Cambodia, China, Cuba, Eritrea, Georgia, Guinea-Bissau, Kazakhstan, Kyrgzstan, Laos, Macedonia, Moldova, Mongolia, Nepal, Russia, Tajikistan, Uganda, Ukraine, Uzbekistan, Vietnam, and Zambia.
In the US, March is Women’s History Month and it will take on special significance this month. It was in New York City, on 25 March 1911, when 146 mostly girls and young women, ages 14 to 23, perished in the Triangle Shirtwaist Fire. The seamstresses were unable to escape the burning building after owners had locked stairwells and exits. US trade unions will commemorate this horrible affront to working women in several different events across the month of March.

PETALING JAYA, 6 Mac — Kongres Kesatuan Sekerja Malaysia (MTUC) hari ini meminta Kementerian Sumber Manusia mengumumkan statistik sebenar pekerja asing di negara ini serta negara asal mereka dan bukan angka anggaran.
Presidennya Mohd Khalid Atan berkata maklumat yang diterima pihaknya menyatakan terdapat kira-kira dua juta pekerja asing yang mempunyai dokumen sah di Malaysia dan jumlah itu tidak termasuk pendatang tanpa izin.
“Saya berpendapat jumlah ini adalah berlebihan...melebihi jumlah yang diperlukan oleh majikan di Malaysia.
“Kerajaan perlu mendahulukan rakyat Malaysia yang tergolong dalam lepasan sekolah menengah, universiti, menganggur, dibuang kerja akibat masalah yang dihadapi syarikat dan warga miskin sebelum memutuskan untuk mengambil pekerja asing,” katanya.
Beliau berkata demikian kepada pemberita selepas mengadakan perjumpaan dengan Pengerusi Persekutuan Kesatuan Sekerja Nepal (GEFONT) Gamesh Bahadul Gautam, di sini hari ini.
Mohd Khalid turut meminta kerajaan bertindak tegas berhubung isu kemasukan baru pekerja asing ke negara ini memandangkan sebelum ini terdapat keputusan untuk mengurangkan tenaga kerja asing di Malaysia.
Selain itu katanya, pihak berkuasa juga harus meningkatkan penguatkuasaan bagi mengekang kehadiran pendatang tanpa izin yang turut merebut peluang pekerjaan rakyat tempatan.
Isu kemasukan pekerja asing berbangkit apabila Menteri Sumber Manusia Datuk Dr S. Subramaniam baru-baru ini dilapor berkata kerajaan telah meluluskan kemasukan 45,000 tenaga kerja dari India bagi memenuhi keperluan 13 sektor perniagaan.
Bagaimanapun pelbagai pihak termasuk MTUC membantah tindakan itu dan meminta keutamaan diberi kepada pekerja tempatan. — Bernama
Handing Memorandum to Dato' Seri Dr. Zambry Abdul Kadir Chief Minister of Perak
Posted by kesatuan getahThe National Union of Employees In Companies Manufacturing Rubber Products, Regional Branch, handed over a Memorandum to YAB Dr. Zambry Chief Minister of Perak on 9th Feb 2011. Same hundred workers from the union came to give their moral support and witness to said event, they came as far as Taiping, Manjong, Bercaham and Ipoh. The memorandum contains the pleading of greivances of workers who despite having being terminated on the ground of redundancy and liqudation by the receiver/manager, were not paid their earned wages for the month of November 2008 and termination/layoff benefits pursuat to Regulations 1980 of the Employment Act 1955. Although some 100 affected/dissatified workers filed their claims to the Labour Department way back in November 2008, thus far nothing has been materialised or benefited the workers. Therefore, an initiative was taken by the regional office of the union to submit a memorandum to the Minister since it is a local company governed and under perview hence it is most appropriate to draw the attention of the minister and seek his help to resolve this problems so that the workers are assured of a reasonable or amicable settlement. However, till to date the minister has not responed to the memorandum nor made an effort to arrange a meeting with the aggreived workers so that he can take notice of the problems of the workers and also understand the matrix of the prevailing labour legislation and its limitation ineffectiveness, and find ways to review those defeating provisions and make appropriate amendments so that the workers plights and rights were not negelected, more so to give protection to the underprivillaged, otherwise some unscruplous capitalist multination companies would take advantage of the loopholes in the law and exploit and descriminate the workers. In the absence of a minimum salary structure the workers are at the mercy of their employers and under these circustances the workers unable to bargain for better terms and conditions of employment. Therefore, we hope the honourable chief minister would take the necessary action to rectify the descrepencies in the Employment Act 1955, he should make an indepth study and review those section so that it give a larger scope for workers. May the workers appeal meet your understanding.
